The Future of the EBU and the DBA
- At the EBU AGM in Oct 2008 it was confirmed that there is no second vote on proceeding with Universal Membership (UM) or Pay To Play (P2P). Votes in June are on enabling legislation for the necessary changes in the bye-laws and on confirming P2P at 29p.
- The EBU document Bidding For The Future is on the EBU website and reprinted in the Dec magazine.
- There is now a Club Committee listening to the needs of clubs. Regional rep Phil Green (Wilts) 01225 764510 greenretailsystems@btopenworld.com . He / they would like to know views on [a] what do members want / expect of the Club Committee?, [b] what new services could the EBU provide which would be useful to clubs?, [c] how could the EBU improve current services?, [d] proposed simplification on the alerting rule of doubles, [f] the new EBU 5-year Business strategy.
- BUMP (Board for Universal Membership Project). : encouraging counties in consultation with their clubs to examine what services they are currently providing to their membership and see what their needs and wants are.
Confirmed that P2P for the first year 2010-2011 will be 29p (plus any county element). Votes to confirm will take place in June 2009 and October 2009. Committee agreed to raise the County’s money by an addition of 3p to P2P. This figure will be confirmed to the Project Board and proposed to the 2009 Devon AGM for ratification. - P2P fee to be confirmed Jun09, mailed to clubs July09, with clubs asked to commit by Sep09.

[b] Tournament Committee revising Master Point handbook
[c] IT help will be offered to those clubs new to Scorebridge (the scoring program for UM) - In addition to 7[b], there are implications as regards (a) charity swiss teams being run by non-affiliated clubs and (b) and area leagues which will need to be checked in the detail when it emerges from the Project Board.
- (EBU Board 4 June). (a) The Board are aware of the following :
1 a need to focus on help for small clubs to minimise disaffiliation
2 a mechanism to allow non EBUTA Teachers’ sessions to qualify
3 the necessity for controlling costs and cash flow efficiently
4 the provision of a full detailed budget for the implementation as soon as possible
5 the avoidance of a big increase in P2P in year 2 to maintain trust and support. - The Devon Committee will be conducting a tournament review. The 2009-2010 handbook will be modified in view of increased membership from 1 April 2010. We will consider issuing to all players on publication (cost of increased print run less than a special issue in April). Agreed (a) Mixed Pairs Competition no longer open to separate Men’s or Ladies’ pairs; (b) Pivot Teams of Four discontinued; (c) consideration to be given to a Northern heat of Winter Pairs with identical hands to South, to be scored across the board; (d) possible new competitions for new members for 2010-2011 to be considered at a later date.
